齊州市中級(jí)人民法院副院長(zhǎng)齊衡，剛上任就接手了案情復(fù)雜的“漁船殺人案”，從幸存者證詞中抽絲剝繭發(fā)現(xiàn)漏洞，成功查明鄭奪殺人事實(shí)。齊衡的兒子齊倫在電視上看到鄭奪，認(rèn)出鄭奪就是綁架自己母親郭念的兇手，由此牽出幕后黑手羅懷功。與此同時(shí)，羅懷功旗下的姜云化工集團(tuán)長(zhǎng)期排污致村民患上絕癥，民情憤懣，被告到法院。市級(jí)領(lǐng)導(dǎo)為了保GDP增長(zhǎng)，要求手下留情。齊衡堅(jiān)決排除干擾，秉公執(zhí)法，進(jìn)行公正判決，遭到羅懷功報(bào)復(fù)，險(xiǎn)些喪命。郭念尸骸被發(fā)現(xiàn)，一直拒不認(rèn)罪的鄭奪被羅懷功殺人滅口。在齊衡等人的大力協(xié)助下，公安機(jī)關(guān)將羅懷功犯罪團(tuán)伙摧毀，不法分子被法院公正判決。作為人世間維護(hù)公平正義的最后一道防線，齊衡和他的法院同事們，在司法體制改革精神的指引下，用所有的精力去維護(hù)社會(huì)的公平正義，讓依法治國(guó)的制度體系有力地落實(shí)在中國(guó)大地。
